The Handler
Name: Stephen Josef Metzger
Nickname: Steve by friends
Classification: He is a Yurei, a form of poltergeist who, after death, remains on earth to fulfill a purpose, mostly vengeance.
Gender: Male

Appearance:
Stephen is considered still pretty handsome you could say, though his skin is a bit pale from death and a bit cold to the touch in most cases. He stands pretty upright, and seems to have a decent build. He is a bit lean. His best feature has to be his smile, although it is rare due to his more gaunt sort of demeanor since his death.
He has dark hair worn short of course, he seens no need to wear it long honestly. His eyes are a very pale grey, which appear sightless when he is 'ghosting'.
Attire: He wears the usual issued suit on duty, and he prefers to dress in a less 'overdone' style off duty, without a tie, for example. Something that can be noted is that sometimes, his clothing can seem a bit aged and semi-decaying in certain areas, especially when he uses his powers.
The Creation

Power List: Ghosting, Mediumship, Posessed Camera.
Detailed Power:
Ghosting - Stephen can slowly merge through walls, and other surfaces. He can also levitate. When doing this, his voice can sound a little distorted due to the use of those powers, and he can become fatigued if the material is too thick. He can 'haunt' areas by posessing objects, for example.
Mediumship - Stephen can communicate with other dead spirits.
Posessed Camera - He can expose the fantastic for what it is by taking pictures of something. For example, he would not need special goggles to see the troll market opening, because all he would have to do is take a photograph of the area.
The Potential

Personality:
He definitely believes in spreading the truth to others, it has always been one of his highest priorities in life. Despite his death, he can act like he's still alive, enjoying reading, watching and making movies, photography and sight seeing. He was a profound athiest at first, but now he thinks he might've been wrong all along.
He isn't a huge flirt or anything, but he does liek to show interest. He can be lovesick if he finds someone who he thinks 'understands him'. He prefers more of an old fashioned sort of living, preferring typewriters for example, and enjoys classical music. But he also likes pretty much all kinds of music beyond that so its not a huge deal. He is very passionate about what he believes, but he doesn't have a bad temper. He prefers to attack verbally, not physically.
Skills: He is very skilled in photography and writing, and learns quickly. He is great at cards as well.
Strengths: He is very quick minded and intelligent, able to think and speak eloquently and cleverly. He rarely feels fear due to already being dead.
Weaknesses: He can easily give into pessimism if he loses any advantage he has. His powers can be tiring, and slow acting.
The Story
History:
Stephen was born to a normal family, and had a pretty normal up bringing for most of his life. It wasn't until later on that he developed an interest in the occult, and other strange things as a hobby. He joined the school newspaper, and wrote engaging articles about the schools sports events, about student government, and other happenings. He had developed an unhealthy obsession with another student, which of course ended in rejection for him, which damaged his confidence.
When he graduated from highschool, he majored in journalism in college, of course working on the school paper and being elected to his residence hall council. He wound up working as a journalist after graduation for a number of publications. His death didn't happen until he dug too deep into a crime syndicate, who 'rubbed him out'. His body was never found, but it was close to where the BPRD building now stands.
Of course, as a very particular sort of ghost, he wasn't able to gain any peace due to the violent nature of his death. Unable to honestly figure out what exactly he could do to regain his vengeance and allow him to rest, he roamed around, gaining more knowledge about the world, even managing to posthumously expose a few criminals by leaving clues for the authorities . He was eventually recruited after he began to haunt the BPRD building, after he was threatened with exorcism and showed that he was a non-threatening spirit. Most of his time is spent working with PR in order to cover the tracks of the BPRD, and if something is exposed, work with local and national news to be able to explain it all in a believable manner. Rarely would he go on missions, unless it requires extra manpower or someone who is knowledgable about the occult/cults, crowd control, or dealing with the dead.
