Appearance:
Andy stands six feet tall, more or less. He was 6'1” in life, but now that he's dead, his extremes tend to get a little ethereal and wispy, and he tends to float a bit. He's a bit monochromatic now, too, mostly in shades of gray, although back in his living days he had brown hair and eyes. His face is rugged, with a little bit of stubble, well proportioned nose, slightly thin lips, and expressive eyes. An active person in life, Andy is in very good shape, with well defined muscles, and a light dusting of hair on his chest. Andy is a very expressive person. He talks with his hands, raises his eyebrows when taken aback, bites his lower lip, and flashing his wide, honest smile in response to almost everything. Now that he is dead, his body is incorporeal and a bit transparent, tending to look more solid near his center mass, and fading more around his hands and feet. However, if he concentrates, he can appear more solid, although he always maintains a semi gray tone and not quite solid look.

Since he's dead, Andy can't really change clothes. He's pretty much stuck in what he died in: black slacks, white dress shirt, maroon tie, black jacket, and black dress shoes. He still has his FBI badge and gun, but since he's dead, the gun can't really do anything to anyone (what it can do to other incorporeal entities is still uncertain).

Detailed Power:
Since Andy is completely incorporeal, he can walk through any object including walls, doors, and even “fall” through floors. Bullets, punches, knives, and impacts from falls and the like inflict no damage on him, since they simply pass right through him. The flip side of this is that he cannot physically manipulate the world around him, making him unable to touch, attack, or move objects at all. He can still “speak”, although his voice is transmitted directly to the brains of those he is speaking to in a manner similar to telepathy.
The visual part of his manifestation is also not necessary, and he can become invisible at will. Actually, this is his normal state, and it actually requires concentration for him to become visible. If he becomes flustered, or overly worked up while in his visible form, he can start losing visibility and fading.
His ability of presence transfer allows him to move to any location or any person that he knows. This allows him a limited version of teleportation, for lack of a better word. He simply must concentrate on a person or place that he knows and then he is almost instantaneously transported there.

Personality:
Andy is a lively individual. He obviously likes to talk, and does so quite often, speaking with an alacrity that belies a good deal of education. While he does talk, he keeps an even keel personality, not getting overly upset or emotional, although he does laugh and joke quite often. He enjoys getting people worked up, and equally likes calming them back down, liking the rush of manipulating people's emotions. Andy prides himself on being able to talk to and reason with anyone.
He previously was a man of many interests. Being dead changed that. A lot. Now he pursues his goal almost single mindedly: bringing down the Bureau of Paranormal Research and Defense. He blames them almost entirely for his death, and this is what is holding him back from moving on to the afterlife. As such, he irrationally hates anyone who helps or supports the BPRD, and immediately befriends anyone who claims themselves the Bureau's enemy, at least as long as they're willing to do something about it. Andy is very purposeful in this regard. Being dead isn't all that fun (he hasn't been with a woman in over fifty years, much to his chagrin), and he's like to move on to the afterlife sometime in the near future. Of course, getting a body again wouldn't be too bad either, but he hasn't found a way to do that, and it looks like he never will.
Skills:
Andy is a good investigator, finding hard to get information with great skill and determination. He generally knows where the important stuff is in an office, house,, crime scene, or library, and can relay that information quite well. He's also good at getting information out of people, knowing just what to say to get them to talk. Andy is pretty good at piecing the information that he gets together as well, and is good at logic puzzles and solving codes. In life, he was quite a good shot, and handy in a fight, but now that he's dead, neither of those skills are that useful. He's also kept up with technology, since that is where most of the information is kept, and knows how to use such things as cellphones and the Internet, at least in theory.
Strengths:
Now that he's dead Andy can't do much of anything physically, but if he was made flesh again, he would be in quite good physical shape. Additionally, after eighty odd years, he's gotten the hang of his ghostly state, and can use his powers quite effectively. He's good with people, too, and can deal with just about anyone.
Weaknesses:
Andy's biggest weakness is his obsession with bringing about the downfall of the BPRD. He has very little other objective other than this, and can be downright overbearing when trying to get people to help him towards these ends. His inability to interact with people, coupled with his abilities to avoid harm and find people no matter where they are, has also made him overly persistent and unafraid to be obnoxious. He doesn't really get privacy anymore, popping in on people, even allies, at his own whim.
The Story
History:
Andrew was born in the late 20s to Gerald and Maria Abbott, a police chief and his wife from San Francisco, California. He was an only child, and, even though he grew up in the 1930s, his youth was a pretty idyllic time. He did pretty well in school, had friends, and played football in high school.
Of course, his father being a cop had its influence. From a young age, he was instilled with a deep sense of justice, so it was natural that he went to college to pursue a job in law enforcement. After college, his test scores alerted his presence to the FBI, and he got a job in internal affairs.
Things went downhill from there. Although he loved his job, there was a trail of spending that he couldn't quite trace, and, worse yet, he was told to ignore it. He couldn't ignore it. He spent months digging for information, running his sources dry, and giving himself a bit of a name as a nutjob around the office. However, all his hard work eventually paid off.
A source tipped him off about a location where the funded parties were going to be meeting. That night, Andy showed up at a condemned warehouse, expecting to see some sort of mob meeting . Little did he know that the BPRD had tracked a vicious shape shifter to that same place. To make matters short, he showed up before the Bureau did, and died.
However, the shape shifter, anticipating the Bureau, which it had been evading for a week, had transformed itself into a facsimile agent, and to this very day, Andrew is convinced that the Bureau had him whacked for getting too close to important information. Dieing with unfinished business on his plate caused him to not move on after death, manifesting as a ghost.
He haunted the BPRD's San Francisco offices for a couple weeks, gaining knowledge about their operations, before they realized they couldn't get rid of him and had a shaman ward him from their offices. Still, he hadn't been warded from the Bureau's other offices, and with stealthier tactics, he began haunting them, gaining information on the people whose downfall would let his soul move on. Since then, he has tried his best to bring around the destruction of the BPRD. Recently, he has heard rumblings about Nuala's grudge, and has been attempting to make contact with the elven prince in an attempt to ally himself with the only force that could possibly bring about the Bureau's downfall.
