THE HANDLER
NAME: Anton Arkins

APPEARANCE: Arkins is roughly 6', he's lean and muscular with the kind of strength that comes with living a hard physical life. He has a thin face and round chin, with features that look hardened and tired. He has a friendly smile and white teeth, but it still looks off somehow. It's his eyes, hazel in color, they look haggard and constantly tired. His hair alternates length from a close military shave to scraggly and somewhat long. It's dark red, auburn, in color, and at any length it's ill kept. His skin is a very light brown, and carries some light scaring from both blade and bullet. Oddly enough, Arkins never looks strained and has a relaxed feel about him, but he still carries with him a tone of having seen and done far too much. He has some notable markings on him: five small puncture wound scars that look like someone tried to shove their hand through his chest fingers first, an Israeli Defense Force Special Forces Duvdevan military tattoo on his right shoulder and a Israeli Paranormal Division tattoo on his left. The I.P.D. tattoo is that of a simplified Kabalah's Tree Of Life in front of sword over a blast halo. He also has five solid black lines tattooed in circles around his left forearm, in remembrance of the men he that died with him in the I.P.D.
ATTIRE: Off duty, Arkins wears fitted t-shirts, tank-tops or polo shirts, usually wearing dark jeans of all types to go with them. On jobs he is often in full tactical gear: a customized armor set including tac-vest and various flexible and hard shell components. He always wears his armored mask on jobs, both for protection and to conceal his identity, and has painted it himself with the design of a white skull. He also been known to wear a suit if the situation requires it, and can surprisingly carry it off.

THE CREATION
NAME: None
POWER LIST: Natural Time Magic
DETAILED POWER: A Time Mage is a specialized wizard with the ability to manipulate the space-time continuum to speed up, slow down, or completely halt the passage of time; control celestial bodies; or influence the pull of gravity.
Arkins is not a Time Mage. He has no formal training, and knows no incantations nor proper spells. However, the magic was born in his blood, and takes the form of natural and sudden spells. The spells are functional, and target Arkins only. Theoretically he could learn to expand this field, but it would take significant training from a knowledgeable source - not something he has ready access to.
Arkins "knows" or at the very least can cause the activation of a few spell like abilities including:
Momentary Time Dilation - in which the world around Arkins seems to slow for a limited time, allowing him to move about swiftly.
Gravitational Change - Arkins can make limited changes to the gravitational field around him, allowing him to run across or up a wall or jump higher or further.
Gravitational Shockwave - The first power he ever exhibited, Arkins was able to throw a young boy (and nearby debris) down a street without even a touch. He can direct this in only the vaguest sense, and it is quite destructive. He likes this power, it's somewhat analogous with himself.
Arkins has displayed other powers once or twice, but has no knowledge how to replicate them. These include:
Gravitational Lift - Twice Arkins has lifted an enemy into the air from behind cover, he is not sure how to recreate this and doesn't really care to try. He sees the shockwave he creates as being far more functional.
Gravitational Pull - While pinned to the ground in a fight with a vampire, Arkins was able to summon a table from across the room to slam into his foe. He is interested in doing this again, but, has absolutely no idea how he did it.
Singularity Creation - Once, overtaken with grief and rage, Arkins produced a Singularity in a group of fast approaching enemies. They were torn apart in a matter of seconds, Arkins began to hemorrhage and then passed out from the strain. It is unlikely he would be able to do this again without significant training under a source knowledgeable on Time Magic.
These powers have their price, every time Arkins uses his abilities he is drained of more energy, which diminishes his fighting capabilities. Only his Gravitational Change ability doesn't leave him winded, as it is the most short term, and he can do it several times before needing a breather.
THE POTENTIAL
ALIGNMENT/OCCUPATION: Currently Unaffiliated
WEAPONS: Arkins carries a Glock 17C and fixed blade recon scout tactical knife on him at all times. He recently received a HK416, T.A.R 21, AA12, and S.T.A.R.21 Sniper Rifle from whoever is bankrolling his next crime, a "bank robbery."
PERSONALITY: Anton Arkins is a focused man. He is calculating and calm, but not to a fault. There is a certain charm about him, he is talkative and seemingly friendly at times, but something seems off. He is a man who has seen and done far too much killing, and that is apparent his overall tone. It's because of this that Arkins can be quite mean, both purposefully and not. It comes with his willingness to speak his mind and his lack of fear. Because of this he can be sarcastic, crude, rude, abrasive, careless, and decisively unlikeable. He's seen terrible things in his life something he isn't particularly willing to share on, but it certainly shows. He's undeterred by bloody scenes or torture, and cares little for anything or anyone - including himself. It makes him an excellent man at getting a job done. Give him a goal and he'll kill, destroy and torture anything in his way to get it done.
He takes little enjoyment from life, and focuses mostly on survival but takes a certain pride from getting a job done. Arkins seems like a fairly normal person in his day to day activities, for the most part. He wakes up early to work out, eats a small breakfast, goes about his daily chores, eats a small dinner at home alone, and then watches TV while he cleans and maintains his weapons before going to bed. He often sleeps seated, with his handgun on the counter next to him - a silencer screwed on and the safety turned off.
It is apparent to those that know him that Arkins is a man altogether broken. Though he can be talkative, he doesn't seem all that interested in forming friendships. The scant few he ever made ended in tragedy, and he cares little for recreating such a situation.
SKILLS: Arkins is the consummate soldier. He knows how to lead, how to kill, and how to get the job done, he's made a life of it after all. He's been taught by the Israeli military standard military tactics and leadership capabilities along with how to use guns, knives, explosives, and his bare hands (Krav Maga). Furthermore he's adept at thievery, slight of hand, and getting around quietly. His life has cultivated a skill in free-running as well.
STRENGTHS: Fighting is where Arkins shines. He knows how to kill and he can do it well. He's got the skill of an assassin and a mercenary with magical power to back him up. He is an adept thief and pickpocket, and can move quietly or quickly on foot. Arkins also knows how to pick a lock when the situation requires it, but usually prefers a considerably less subtle approach...hey, it's faster!
WEAKNESSES: For all his bluster, skill, and power, Arkins is still mortal. A regular bullet could kill him in the right situation, let alone all the crazy magical monsters running around the world. He is not super strong or tough, and he has the broken bones and scarring to prove it. He also doesn't have an ally to speak of, as those he ever came close to died or he ended up pissing off. His magic, though a strength, is similarly as weakness, as whenever he uses it, it drains him of energy. While Arkins has the knowledge and capability of being a solid ground force leader, he's not particularly trusting - which does not foster particularly healthy relationships in a unit. As such, he gives the appearance of being a good man to put in charge of a squad, but would likely do a poor job of it. He's certainly the kind of man you want if you need a job done...but don't expect everyone to survive while doing it.
THE STORY
HISTORY:Anton Arkins kills people. It's what he has always done. It's a skill he learned at a young age, and those in his life did everything to cultivate it. He grew up an orphan in Israel, and had a pretty standard childhood until six weeks after his tenth birthday. While playing on the streets, one of his friends was accosted by a group of older boys. Arkins got involved, but quickly found himself outmatched. A particularly strong punch sent him crashing to the ground, where he cut open his brow on a stone. The blood from his wound mixed with his anger and with a flash his first spell was released, sending a shockwave of magical energy into the boy, flinging him into a stone wall, killing him. The boys death was deemed an accident, and Anton was put under surveillance by the Israeli Paranormal Division.
As is standard for every Israeli citizen at 18 Arkins joined the military, where his remarkable talents with killing led him a Special Forces unit, the Duvdevan, after only a year served. He spent two years with the Duvdevan, climbing to the rank of First Sergeant and receiving the Medal of Courage and the Medal of Distinguished Service twice.
After those two years, his time as a military conscript was through, but he was approached by the Israeli Paranormal Division to function as a member of one of their units. He agreed. Arkins received a promotion to Second Lieutenant and worked as the final member of a six man wetwork unit. He served as their generalist, filling rolls as needed but never specifically excelling at any one. For two years he served with the same, the Major (their tactical leader), Gad (explosives expert and a spiritual medium), The Rabbi (heavy weapons, vehicle, and occult/demonology expert), Doc (secondary tactical leader and psychic surgeon), and The Bedouin (sniper and precognitive medium). They became his family; and every last one of them died Nov 1. It was a mission to steal an artifact from a magic based Death Cult in Saudi Arabia. The mission went well, the artifact was recovered...but unfortunately not before the cult had used it. It was an ancient staff that could animate the dead, and all the cultists the squad had killed came storming back at them. Their helicopter was shot down mid-flight, and the team was separated in the crash. Every man but Arkins died a grizzly death that night, and after it was all said and done, no thanks were paid to them. Arkins quit the Israeli Paranormal Division in disgust, but the I.P.D. had invested too much in him to allow him to just walk away, and they attempted to apprehend him. After a week on the lamb, he managed to flee the country.
He resurfaced in Russia, destitute, and turned to petty crime to keep himself afloat and out of I.P.D. hands. He fell in with a small time gang which had affiliations with the magical world. The committed mostly petty crime, extortion, theft, smuggling, and eventually human trafficking. It's known that this gang was lead by a Vampire, and that he and Arkins had some kind of falling out after the inclusion of human trafficking, a year and a half after Arkins had joined the gang. The vampire ended up dead, and Arkins vanished yet again. Hunted now by an incensed gang, an angry vampire clan, and the I.P.D., Arkins was eventually spotted in America.
The I.P.D. has requested that the B.P.R.D. get involved, knowing that where Arkins goes, violence follows. They've supplied the B.P.R.D. with some intel, namely, that Arkins is involved on an upcoming bank robbery attempt with a few other magical criminals. The I.P.D. isn't sure who's bankrolling the operation, but they know that the banks money isn't the real target, but rather, a storehouse of magical artifacts kept there.
At this point, the I.P.D. just wants Arkins off the street, be he dead, or in the B.P.R.D.s capable hands.
