APPEARANCE: Toby is the stereotypical "swimmer's build"; lean, lithe, with a subtle yet defined muscle tone. He is rather short for his stature... only 5'6", but he makes up for that with his presence. Toby is enigmatically handsome, with dark eyes of brown that are fathomless and soulful with dark brown hair to match. His round face is framed buy his dark locks which kept a little on the shaggy side.
Being almost as blind as a bat, Toby usually wears his thick-framed glasses of black, but hates them, and sometimes wears contacts despite the displeasure of touching his own eye. Having a charming face, and gravitational eyes that pull at one's soul, Toby doesn't even begin to realize how boyishly handsome he is. His whole look screams "starving artist", right down to his quirky grin.
ATTIRE: Being a teacher at a private school, Tobias' work clothes are pretty conservative. He often wears button up dress shirts of dark colors in a variety of hues. He prefers wearing more comfortable clothes... and usually can be found wearing dark, graphic t-shirts, tight fitting denim jeans, and sneakers.

Weather Manipulation:
If it has an atmosphere, Toby can control it. He can generate or disperse all forms of weather, including, wind, rain, typhoons, flash-floods, lightning, hurricanes, snow, sleet, hail, you get the idea. The biggest drawback to these powers, is that the more of a drastic change in weather it is, the longer it takes to generate, and the more energy it consumes. For instance, if it is already dark skied and chilly outside, it is easier for Toby to summon forth rain then it is for him to summon rain on a bright, clear, sunny day. Also, if the change is drastic enough (say, summoning a snowstorm in the desert), it could send Toby into a coma... one from which he may never recover from. His powers, otherwise, drain him in accordnance to the weather being generated... the more severe the change, the more it takes it's toll on Toby's body. But, seeing as inexperienced as he is with his abilities, he can only keep any kind of weather change (no matter the severity) for just a short while (30 min max) before exhaustion forces him to stop. The limitations of his power are the limits of mother nature itself... he can't go and bring forth a thousand mile gale of wind... Earth's atmosphere simply wouldn't allow it; the friction caused by the vast unevenness of the earth's surface simply doesn't allow it.
Electro-channeling/projection:
Seeming to link from Toby's ability to manipulate the weather, he also has the ability to channel and project electricity. Whether it is from a lightning strike that comes from his own creation, or energy he pulls form a nearby electrical socket, he can conduct electricity through his body. The biggest problem with this power is that he has no real control of where the electricity projects to... only the general direction. He could very easily hurt an ally as well as his enemies.
Meta-acclimation:
Also linking to his weather manipulation abilities, Toby's body has the ability to quickly adapt to rapid temperature changes. This does not protect him from sunburn, or damage from fire, although. Also, this power is also most effective when it is his own weather changes his body is acclimating to.
THE POTENTIAL
ALIGNMENT/OCCUPATION: Unaffiliated, Music Teacher in a private school

PERSONALITY: Having an unusually creative mind, Tobias finds himself often misunderstood. He is quiet, shy, and reserved, only speaking when he must. He does, however, have a burning passion for music and for teaching, which brings out the more lively part of himself which is witty and bright. Although, when out of his usual comfort zone, this side of his personality is seldom seen, and only in front of trusted friends.
Toby is also an avid gamer, sci-fi freak, and Anime fan. He probably couldn't get more geek if he wanted to... well, maybe giving him a pocket protector would, but that would be it. This avid and almost immature fascination with these things gives him an in with his young students although, and he is adept settling in quickly with his young admirers.
Modest and as quiet as a church mouse, Toby spends most of his time by himself, perfecting solitude. Since the loss of his parents (especially his father), he has fallen farther and farther into himself, closing himself off from any kind of personal life outside of his work. He feels empty, like a large hole had been shot through his heart. Having no other family or any close friends to speak of, he finds himself becoming more and more vacant, finding no true joy in his life.
SKILLS: Not only is Tobias adept as the guitar (learning how to play when he was a young age of 7 by his father)m he is also an avid knitter. There is nothing more calming to him than the feeling of fuzzy, soft yarn through his fingers and the sound of clicking needles. His mother was the one who taught him this craft, feeling that he should channel some of his creativeness into something that could produce practical, usable things rather than just beautiful melodies on the strings of his guitar.
STRENGTHS: Tobias is a very intelligent individual, and is adept when it comes to learning new things. He also is resourceful, finding the best course of action when trails are placed before him. He is also quite strong, working out as much as he can... he loves his morning run. It soothes him as much as his knitting.
WEAKNESSES: Despite being strong, Toby is not only a pacifist, but he couldn't throw a punch if his life depended on it. He also is very naive, still being a virgin despite his 24 years. His shyness also proves a problem, making him socially inept. But, his biggest weakness by far is the fact that he has no idea that he has any powers, and thus has no control over them. They are influenced by his emotions which makes him a danger to people around him when he is in a heightened emotional state.
THE STORY
HISTORY: Tobias Frederick Blake was born on a warn spring day in Savannah, Georgia... a day that quickly went from being sun-drenched to being the worst summer storm the are had seen since the early 19th century, one which washed out almost every bridge in the area. It was if nature itself as announcing his arrival, and the future power he would wield. His mother was a strict disciplinarian. Being an assistant principal in a private school made her cold and chaste, and treated her son with the same emotion. His father, on the other hand, was sweet and compassionate...a musician and artist himself. It was he that fueled Tobias' love of music and art... and even through his teenage years being in the strict private school his mother presided over.
Then, the day his thirteenth birthday, Toby had had a relatively quiet day with no torment from his bully at all. Hoping the older boy had lost interest in him, Toby didn't expect what had been planned for him just after school. Surrounding Toby in the back parking lot, the bully as a small troupe of his friends took their turn beating Tobias to a pulp. It was then the weather had turned sour, the clouds literally rolling in from every direction. Before they even had time to react to what was going on, each boy met their deaths from sudden, repeated lightning strikes that sheared down from the thick, black clouds that had gathered above them. To this day,Tobias remembers little of that night. All he can truly recall waking up in the nearby hospital with his parents hovering over him, and the stories marvel that he was the only one to survive.
When he turned 18, Tobias went to school for elementary education with a focus on music, and graduated with flying colors. The fact that he was doing something admirable with his life pleased his mother. This pleasure was short lived, although, for before Tobias had a chance to finish his degree, his mother and father were both killed in a horrible car accident, laving everything they had to their son. Now, Tobias lives alone... devastated... his only enjoyment being teaching at the school his mother used to be the principal of. Now, every day seems to be as dark as his mood. Coincidence?
